Search for this and you get a wall of providers quoting a price and a turnaround, with no explanation of what you are buying. Most of the work is a handful of filings you could do yourself. One step is genuinely hard from Pakistan, one is genuinely uncertain, and the price difference between providers is almost entirely about those two. Here is what each step is, so you can tell a fair quote from a bad one.
The short answer
A Pakistani citizen can own 100% of a US LLC. No US visa, no green card, no Social Security Number, no travel. The company is American; you stay in Lahore or Karachi.
What a formation service sells you is four things, and they are not equally difficult:
- The LLC filing and a registered agent — routine, cheap, fast.
- The EIN — slow, and the step that sets your timeline.
- The US bank account — the uncertain one.
- Annual compliance — cheap to do, expensive to forget.
Any provider charging a premium is charging it for steps two and three. If a quote does not say what happens when the bank says no, that is the question to ask.
What LLC formation services in Pakistan actually do for you
The filing itself is not the value. Articles of Organization are a short form, and the state does not care who submits it.
What you are actually paying for is the registered agent — a company with a physical address in your chosen state that receives legal mail on the LLC's behalf. Every state requires one, and it is the reason you do not need a US address of your own. That runs roughly $50 to $150 a year and it never stops.
Beyond that, you are paying for someone who has done the EIN and the bank account before. Those are the steps where a first-timer loses weeks, and where the difference between providers actually shows up.

Choose the state and the registered agent. Wyoming is the sensible default for a remote, non-resident-owned LLC: low predictable fees, good privacy, and banks see Wyoming entities constantly. The EIN is the step that decides your timeline
The EIN is the company's tax ID, and no bank will open an account without it. Almost every guide online assumes you have a Social Security Number. You do not, and you do not need one.
You file paper Form SS-4 and write “Foreign” on the line asking for the responsible party's taxpayer ID. The IRS online application is closed to you — it validates an SSN or ITIN before it will submit — so the form goes by fax to the international fax number in the SS-4 instructions.
By fax, typically one to four weeks. By post, two months or more. The LLC has to be state-approved first, because the SS-4 asks about the entity.

Banking is where founders hit friction
This is the honest part, and it is the part most providers are vague about.
There are two different things that restrict who a US financial institution will serve, and they get mixed up constantly. The first is official sanctions programs, which are law — no US institution may act against them, and that is compliance, not commercial choice. The second is each platform's own risk policy, which is a business decision about which markets it wants to underwrite. The two are separate, and both change.

What is consistently true is this: where you live and operate from usually weighs more than which passport you hold, and different providers reach different conclusions about the same applicant.

The Pakistan side: State Bank rules and your tax consultant
The US half is only half. Money leaving Pakistan is not unregulated.
Pakistan operates exchange controls administered by the State Bank of Pakistan, and outward remittance by residents — including money sent abroad to establish or fund an entity — falls under that regime rather than being a free transfer. Pakistan also taxes its residents on worldwide income. Profit earned through a US LLC does not become invisible because the company is registered in Wyoming.
