Do you need an ITIN to form a US LLC?
Short answer
No. You form the LLC with a registered agent and an operating agreement, then apply for the EIN on Form SS-4, which foreign applicants file without an SSN or ITIN. The ITIN comes later and only when you personally have a US filing obligation or a card application that asks for one.
The actual sequence
Entity first, then EIN, then bank account. The ITIN is a personal tax number and sits outside that chain, which is why founders who chase it first end up waiting for nothing.
When you do want one
A personal US filing obligation, a treaty claim, or a card application that will take an ITIN in place of an SSN.
