Does a US LLC mean you are taxed twice?
Short answer
Not by default. A standard LLC is a pass-through, so there is no separate US entity-level tax stacked on top of your home country tax. You are taxed once, and treaties or foreign tax credits generally handle the overlap. The filing obligation stays either way.
Where the myth comes from
People read across from a C corporation, which really is taxed at the entity level and again on dividends. An LLC is not taxed that way unless it elects to be.
Owing nothing and still filing
With no effectively connected income there is often no US federal income tax due. The annual information return is still required, and that is the part people miss.
