Which countries will Mercury not open an account for?

Short answer

Mercury keeps its own restricted list and it changes, so the live list on their site is the only reliable version. The test is generally where you live and where the business operates rather than which passport you hold. A decline at Mercury does not block you elsewhere.

Residence, not passport

Someone holding a restricted-country passport who legally resides somewhere else may still qualify. Confirm your own situation before applying rather than assuming either way.

If you are on the list

Each provider runs its own compliance check and keeps its own list. There is no shared blacklist, so a Mercury decline does not follow you to Relay, Wise or anyone else.
